Build an RCDC Release Packet
Begin with the booking identifier and admission record, then add the actual release screen or log entry. Request date and time, legal authority, release type, destination or receiving agency, and transaction information if maintained and public. Related bond receipts, court orders, sentence calculations, detainer clearances, transport records, property receipts, and the booking photograph can explain the episode without asking staff to perform new research.
Use exact terms. Bond and recognizance end detention while the case continues. Time served concerns credit toward a custodial term. Sentence expiration ends the relevant term, but another case or supervision can remain. Transfer and detainer pickup are continued custody. Dismissal is a case outcome, not the jail timestamp. Escape is unauthorized and must never be called release.
For a recent transaction, give a narrow date range in Eastern time. Rowan publishes no recent-release feed, so ask for an existing log or database extract if maintained. The agency need not create a new list. Preserve the response and verify any destination in the receiving system.
Releases from Rowan County Detention Center
RCDC is Rowan County's central adult local-custody facility. It holds pretrial defendants, people serving local sentences, and some DOC-numbered state prisoners in local beds. “Left RCDC” therefore has several meanings. Bond or recognizance can return a person to the community while the criminal case continues. Time served or sentence expiration can end the local custodial term. About Rowan County Detention Center
The elected Rowan County Jailer operates this county jail. The official address and current-inmate link are on the county detention page. Kentucky corrections weekly jail reports have used a 275-bed reporting capacity, but that figure is not a count of Rowan arrestees and should not be treated as live availability. Reports separate operational categories such as local prisoners, Class D prisoners, controlled intake, community-custody eligible prisoners, parole violators, and federal prisoners.

A current booking card may show a name, booking date, charges, bond information, agency, descriptors, and photograph, depending on the live configuration. Those fields document the active roster entry, not the manner of departure.
If a name vanishes, continue to VINE and the release record. A transfer alert redirects the search to the receiving system. A released event means release from the reporting custody, not necessarily freedom from every detainer or another agency. Record the date and time of each lookup because dynamic data changes.
Bond Release at the Rowan County Jail
RCDC publishes specific bond-out instructions. Monetary security is paid in cash with exact change, picture identification is required, and the inmate's name is the identifying information needed. The facility states that a $50 booking fee and $5 jail-bond fee are due upon bond release. Other confinement fees can be placed on a payment contract if they cannot be paid at that time.
These are local transaction details, not a statewide bond schedule. The court sets bond and conditions. Payment ends detention only when all legal and operational checks clear, and it does not dismiss the criminal case. When Leaving RCDC Means State Custody
KDOC weekly reports divide Rowan's population into state and local operational categories. A Class D or controlled-intake prisoner may leave the public county roster because records or physical custody moved deeper into the state system. Search KOOL by exact name and verify the DOC or PID number, conviction county, description, status, and location. “Incarceration” with another institution means transfer, not release. “Parole” or “Probation” with the Morehead office means the person is physically in the community but remains supervised.
KDOC also publishes Daily Releases PDFs for DOC-numbered departures. The report fields include DOC number, name, type of release, released-from facility, and felony class. These reports can include a state prisoner departing RCDC, but they do not cover ordinary local bond, recognizance, misdemeanor, or dismissal releases. Request the KDOC record when the report or KOOL wording is unclear.
Property, Court Orders, and Other Holds
Related records may include a property receipt, bond receipt, detainer clearance, transport record, or court release order. Research found no official Rowan publication giving a universal property-return process, family waiting area, or fixed release schedule, so those details should be confirmed with RCDC rather than inferred. Medical or treatment transport can also occur while legal custody continues.
The Rowan Circuit Court Clerk remains the durable local case-record source after a roster entry disappears. A docket can distinguish bond, recognizance, dismissal, probation, time served, warrants, and revocation. It cannot replace the jail's physical release timestamp. The jail states that property may not be brought into the detention center and publishes rules for property during confinement, yet those rules do not establish pickup steps after departure. A direct question tied to the named custody episode is more reliable than an assumption borrowed from another Kentucky jail.
